Job Summary
The Payroll Analyst completes assignments, which include but are not limited to payroll analytics, payroll system set-up and testing, ensuring and maintaining compliance, etc. with limited supervision. Ensures management and business partners stay informed of compliance changes and variances with analyses. Maintains strong relationships with internal and external business partners. Operates in an independent manner, but remains flexible for changing business needs. Maintains up-to-date knowledge of federal and state laws and regulations, such as the Internal Revenue Service (IRS) rules and regulations and the Fair Labor Standards Act (FLSA) and related tax and accounting treatments. Must have excellent written and verbal communication skills, strong PC, problem solving and analytical skills, and the ability to collaborate in a team environment

Licensure or other certifications:
Educational Requirements: Bachelors Degree
Minimum Experience:
Other: Three (3)+ years in lieu of education. High-volume payroll processing for weekly and bi-weekly employees in large organization, Kronos experience, and working knowledge of Excel, Access, or other equivalent for creating reports

Essential Tasks and Responsibilities
Works to support the overall payroll strategy, identifying opportunities for continuous improvement, simplification, and automation.
Assists Payroll Manager in developing and evaluating measurements and metrics to gauge effectiveness of the processes and systems.
Utilizes systems analytics and data mining to assist Payroll Manager ensure accuracy of payment related to wages and salaries via use of assure that the in-house payroll system is correctly processing salaries and reported hours worked, correctly utilizing paid leave and holiday pay, correctly accruing compensatory time, and correctly computing overtime.
Executes timely and consistent use of audits and other review measures to ensure that all payments are accurate.
Audits payroll reports to identify and correct problems; Takes appropriate action to correct.
Creates and maintains payroll reports and forecasts, always looking for ways to enhance service delivery.
Ensures that correct reports are distributed to appropriate management personnel at the correct times and intervals.
Guides and assists users in defining needs not addressed by the system(s); Works with managers to identify system/reporting needs and makes recommendation to appropriate decision making authority.
Works closely with IS, Human Resources and Benefits departments to ensure the integrity of employee data is consistent with payroll system setup; Alerts Payroll Manager on matters involving integrity of employee and payroll data.
Acts as a subject matter expert for systems and technical information regarding issues between the Payroll and Operations departments that directly affect payroll output and payroll-related legal and compliance issues.
Identifies and suggests enhancements to the systems supporting payroll and timekeeping processes while working closely with stakeholders in Human Resources, Finance, Operations, and Information Technology .
Works closely with payroll software and time attendance system vendors and internal IT department on system upgrades, enhancements and/or issue resolution.
Assists in the development of functional level requirements for system enhancements (determining needs, functions, data required, etc.)
Tests system updates and enhancements for the time and attendance and payroll mainframe systems.
Provides customer service by responding to employee and leader inquiries in a timely and accurate manner; Provides support for process or problem resolutions.
Effectively communicates with management any material issues that arise in an effort to resolve in a timely manner.
Supports management in the roll out of new initiatives, policies and strategies within the scope of the payroll systems.
Delivers payroll training sessions for managers outlining reporting and general payroll topics.
Researches payroll information to fill requests from government agencies.
Collaborates with Payroll Supervisor to ensure alignment on priorities and projects.
Builds productive working relationships with peers to exchange information and make recommendations.
Serves as a resource to the payroll team, providing guidance, constructive coaching, and answering questions to promote a high performing team atmosphere with a focus on accountability, quality, partnership, service delivery and satisfying work experiences.
Prepare ad hoc management reports, analyses and presentations upon request.
Complete assigned projects; prioritize work and meet expectations and deadlines while demonstrating attention to detail.
