DEPARTMENT OVERVIEW
The Office of Research supports, oversees, and champions research at the University of California Santa Cruz by providing an effective environment for faculty research in departments, research centers and other programs. The division is responsible for facilitating processes and procedures for acquiring and administering research funding; overseeing compliance of campus research with federal, state, and university regulations; insuring the dissemination of faculty efforts both to the public, through publications, education, and research, and to private industry through technology transfer; and in partnership with the Division of Graduate Studies optimizing the quality of graduate education and research training. The Office of Research collectively promotes the execution of highly technical research activities spanning the entire range of disciplines of the UCSC faculty.
The following units are part of the Office of Research: Office of Sponsored Projects, Office of Research Compliance Administrations, Industry Alliances & Technology Commercialization, Research Development, and Office of Business Administration.
JOB SUMMARY
The Research Integrity Analyst serves as a technical expert and acts in consultation with, or in the absence of, the Director of Research Integrity, in policy interpretation, investigations, and problem resolution related to a variety of highly complex research compliance topics and matters including export control, research misconduct, and foreign influence in research. This role provides on-going administrative management, problem resolution services, and functions as a resource to other Office of Research (OR) units, researchers and their departments and to other central/compliance institutional offices.
The incumbent will participate in the day-to-day operation and implementation of the export control compliance program to ensure compliance with federal laws and university policies and procedures relating to export controls, economic sanctions, and secure research.
The incumbent will perform intermediate-level supervised regulatory research of export control laws, regulations, and sanctions, and the University of California System-wide policies and procedures and will issue guidance to University staff and researchers.
This position works to ensure that UCSC complies with the various U.S. export control regulations, including those administered by the Department of Commerce (Export Administration Regulations (EAR)), the Department of State (International Traffic in Arms Regulations), and the Department of Treasury, Office of Foreign Assets Control (OFAC), and other regulatory regimes, as applicable.

JOB DUTIES

- Applies advanced research compliance concepts to interpret and apply a wide variety of highly complex policies, regulations and guidelines governing research compliance, and / or disclosures.

- Advises faculty on research compliance related to export control, foreign influence, and other highly complex issues for research projects.

- Initiates and designs the development and revision of operating procedures, policies, and guidelines.

- Helps develop materials and conducts training for departments on relevant compliance issues, processes, forms, and policies. Provides education and training through the development and delivery of face-to-face training, online educational materials, printed materials, and other web-based resources.

- Compiles and analyzes campus data for Higher Education Act Section 117 reporting.

- Communicates with researchers and provides guidance on how to resolve highly complex issues and meet requirements of external regulatory bodies. Ensures that all actions are properly documented in accordance with all applicable laws, regulations, policies, and procedures.

REQUIRED QUALIFICATIONS
- Bachelor's degree in related area and / or equivalent experience / training.
- Demonstrated self-discipline and independent judgment completing highly complex, broadly defined assignments.
- Advanced knowledge and ability to apply all relevant Federal, State, and university regulations policies, and federal guidance documents.
- Strong proficiency in public speaking.
- Excellent written communication skills.
- Excellent oral communication skills.
- Advanced knowledge of export control laws and regulations.
- Demonstrated excellent customer service/interpersonal skills, including diplomacy, tact, and patience to effectively interact with individuals at all levels, both internal and external to the University.
- Prior experience in developing or implementing a compliance program.
- Experience analyzing data, transactions and activities in areas of research compliance.
- Experience advising faculty or organizational leaders on matters of research compliance.
- Experience developing and evaluating organizational policies and processes.
PREFERRED QUALIFICATIONS
- Advanced degree in science, business administration or equivalent professional field.
- Advanced knowledge of quantitative and qualitative research design, scientific research concepts and terminology.
- Experience within the University of California or another large university.
- Prior experience performing export classification and export license determinations according to the federal export regulations through analysis of the technical parameters of a product or technology.
- Ability to effectively negotiate with diverse stakeholders to achieve a stated objective.
- Relevant compliance certification (if applicable) preferred.
